When the tiles run out in Mahjong Island and no one has won, the hand is a draw. No tiles left and no winner means nobody scores.
What is the Draw Pile?
The Draw Pile is the stack of tiles that players draw from. On your turn, you draw one tile from it. Then you discard one tile, unless your hand is complete and you Win. Each draw makes the pile a little smaller.
An example with real tiles
To win, a player needs 14 tiles that match one line on the Island Card. The Island Card is Mahjong Island's own card of hands. Picture a player who is close. They already hold a Set, three matching tiles.

They still need one more tile to match their line on the card. Each turn, they hope that tile arrives. Then the Draw Pile runs out before it comes, and no one else has won either. The hand is a draw, and nobody scores.
