In Mahjong Island, four Groups aren't enough on their own. A winning hand also needs one Pair.
Here, the 9 Dots and the Soap don't match, so there's no Pair yet.
A second 9 Dots makes the Pair, and now the hand wins.
So keep a Pair in mind from the start. It's the piece new players forget.
